Tel Aviv DEFINITELY needs to be visited and there are many uniquely Tel Aviv things to see and do. However, there is much to see and do in Jerusalem and Jerusalem makes a much better base for certain activities. I would prefer to split my time between Tel Aviv and Jerusalem–just makes it easier in every way.
